Question: If someone has refused to repay a financial debt for years and intentionally cut off all contact, could this be my karmic debt to them for something from a previous lifetime, or is it simply their responsibility and a reflection of their dishonesty?

Well, it can be both, or it can be one, either one. It could be your karma. It could be their dishonesty. It could be a combination of both. There is no clear, unequivocal answer. You need to tune into this personally and get this intuitively. But nevertheless, I will say that whenever somebody has borrowed money from you personally, they are, of course, responsible for this, and therefore, you need to take whatever measures are ailable and appropriate to get the money back and to hold them accountable for not paying.
