What constitutes a critical mass of people?

Question: Ascended masters often use the term a critical mass of people. A critical mass is how much of the total number?

We specifically use the non-specific expression “a critical mass” because it is not an exact amount. In every situation there is a critical mass of people who can drive a change. But it is not the same percentage of the population in every situation. It depends very much on the specific issue we are talking about, and that is why we use a non-specific expression.
