Question: The Ukrainian authorities now claim they knew there would be a war in advance, but they told the people the opposite to reduce panic. What do the ascended masters think? Was it essential for the authorities to arrange mass evacuations in peacetime to prevent the number of victims and injuries? Is it wise to initiate massive evacuations now, given that the conflict is escalating?

As I have discoursed about, it is always a question of what do people see before something has happened. You could look at Ukraine and say it is a large country, it has a large government apparatus, it has a large military, and some among that apparatus believed that there would be an attack from Russia. But there were many who did not, because they were in the same state of mindset that most of the rest of the democratic world was in, certainly the European nations, that Putin surely must be able to see the consequences of attacking, and therefore he would never do it. Or at least if he did something, it would be on the same scale as when he took Crimea and supported the eastern provinces. Very few people expected a full-scale invasion. And of course, saying that you knew, but you did not want to tell the people to avoid panic, is sort of damage control.
The fact of the matter is, of course, that Ukraine could have done more to defend itself if they had known or recognized what would actually happen. But the question is: is it really valuable at this point to go into this? There will, of course, come a time after the war is over to look back and evaluate. But right now, national unity and support of the government and military is far more important.
In terms of mass evacuations now, well, how would the Ukrainian government do this when they do not have any possibility of doing evacuations in the Russian held territories?
