Question: Most of the country’s resources remain in the hands of Nazarbayev’s oligarchs, such as Mittal, Mashkevitch, Kim (not Michaels), Klebanov, and Nazarbayev’s family. Recently, a law on the return of capital was adopted in our country, but it seems that all this does not bother these oligarchs who are simply successfully adjusting to the new government. Is it really possible to return stolen assets to the state and the people? Why are the president and the government having full power, not making any concrete efforts to return the capital and bring Nazarbayev, his family, and the oligarchs to criminal responsibility? Is the law of the return of capital just a screen to distract the eyes, while in fact there are some agreements between the old and new Kazakhstan and there will be a redistribution of the country’s resources between political elites?

Well, as I have commented on in the answer to a previous question, yes, there is such an agreement. It is not a clearly spoken agreement. It is more of an awareness that you can have politicians that are elected by the people, but there is a limit to what reforms they can carry out as long as the oligarchs have the influence they have on society. As I have attempted to explain with China, there is also an uncertainty in the Kazakh government. There is no clear vision of where do they want to take Kazakhstan.
The oligarchs do not really have a clear vision of where they want to take the country. They are largely reactionary, wanting to maintain their privileged position. And you will see the same pattern in many other countries. You can see other former Soviet republics or even Warsaw Pact countries where there was a certain elite under communism who had privileged positions. And some of these managed to gain privileged positions after communism was abandoned, so that they now have influence on the economic situation in the country. They have their own companies that have privileged positions. These people are reactionary. They want to maintain their own positions, so they do not have a clear vision of where they want to take the country. You have a government that is elected by the people and they got elected by making promises about reforms, but they do not really have a clear vision of, number one, what kind of reforms they want to enact, and number two, how this could be done without running into conflict with the oligarchs and the established elite.
You see a government sitting between two chairs, trying to maintain a facade towards the people, trying to maintain the sense of security of the elite. And this is, of course, not unique to Kazakhstan. You have seen the same in many other countries. If you go back to most of the countries that are the modern democracies today, you will see that 100 years ago or more they had a very similar situation where the country was divided between the desire for true reform and the old elite that resisted it. Right now, the best you can do as spiritual people is to keep a positive vision, keep making the calls, but also have a certain patience and realize that this is a process that takes time. You might look at other countries, such as the Baltics or some European nations that were part of the Warsaw Pact, and you can see that these countries have made more reforms than Kazakhstan has done at the present level. But you also have to realize that Kazakhstan was in a special situation because it did not go from a communist system to a completely democratic system because of Nazarbayev, who had the position he had, and even though he enacted certain reforms and was certainly more reform-minded than the communist governments, still it held the development of Kazakhstan back compared to some of these other nations.
But you see that they have gone through a similar process. It is just that because they have had more time, they are further along. Kazakhstan is moving in the same direction. There is no question about this, but it will take time before there are these major breakthroughs.
